PASA today announced the Board will appoint David Fairs as Chair and Kim Gubler as President at the PASA Annual Conference on 24th March.
Fairs, who brings extensive experience in pensions regulation and governance, takes over as Chair, while Gubler, a long-standing leader within PASA, transitions to the role of President.

Kim Gubler added: “It’s been a privilege to serve as PASA Chair and witness the Association’s growth and increasing influence. The role of administration is evolving rapidly, and PASA is leading the way in shaping the future of the industry. As President, I will still be involved and will continue to champion PASA’s mission, supporting David and the Board as they drive forward new initiatives.”
Gubler is the Founder of the governance consultancy, KGC, focused on delivering tailored solutions to clients built on a foundation of true independence and extensive research. A Business graduate, Fellow of the PMI and TPAS, and holder of a Diploma in Business Excellence, Kim is also the Principal Examiner for PMI’s Advanced Diploma’s final qualifying module. She has acted as a subject specialist to The Pensions Regulator and has been a key participant in TPR’s stakeholder panels on DC and master trusts. Kim is an Accredited Independent Trustee for the Smart Pension Master Trust. She also sits on the Pension Dashboards Programme Advisory Group and is working with DWP on delivering a solution to the small pots challenge.
Fairs joined LCP as a Partner in April 2023, having previously served as Executive Director for Regulatory Policy, Analysis, and Advice at The Pensions Regulator (TPR). Additionally, he led major policy initiatives, including TPR’s response to the September 2022 market turbulence around LDI, fiduciary management guidance, professional pension trustee accreditation, and COVID-related guidance. He also coordinated with HM Treasury and DWP on the response to the Russia-Ukraine conflict. Beyond his regulatory work, Fairs is an Honorary Professor at Durham University Business School, Chair of the Genomics Development Board of Sarcoma UK, an advisory Board member of the Department of Mathematical Sciences at Essex University, a Governor of the Pensions Policy Institute, and Chair of the Advisory Board for a joint PPI/Kings College research project into CDC.
